Doubles of artificial bids are strange

Explanation of first double was "rebiddable hearts, 7+ 8421 points in hearts" and it was made on ♥KQ8xx (does this mean an X of 3♥ would be made on ♥Axxxxx?). I don't approve of this bid because east is going to be on lead anyway so there's no point in asking for a lead. Not my main problem here.
The double of 5♥ was explained as "7-20 total points" and said nothing about hearts. Surely this isn't standard? O_o
