why do you not open in this hand? You are intentionally deceiving CIB,how do you get a good result?

Perhaps a "best hand" strategy where you don't open even on ~14/15 HCP, in an attempt to play as many hands as possible in game and as few as possible in a partscore? Even then, you have a nice 16 so pass is really quite pessimistic.
4H bid is crazy though. I prefer to bid this 1H then 3NT.
