4♦ is an ungamely opening best used for real crap (as 3N might be possible) or conveniently as a major suit preempt

In next version, v29, preemptive explanations will be showing 11-HCP for level4,5 and 10-HCP for level 3. Instead of as they are now, always 9-HCP.

That's for seats 1st and 2nd. For seats 3 and 4, these 3X,4X,5X requirement could vary.

Opening here looks not so strange.

Almost 8 likely tricks, so -2 in equal vulnerabilities.
