All sorts of stuff I don't like in that auction: 3 shouldn't require 17+ total points as GIB says; in addition to lacking a heart stopper, North lacks the 10 points indicated by 3N...

There is a case for 3C showing extras.
After all:
1) South could pass 2H
2) N/S are not playing good-bad 2N, as far as I know
3) If South HAS got extras, he is a bit stuck if 3C just shows a competitive hand.

Furthermore,, *IF* 3C shows extras then I can construct a hand where 3N is OK from North's viewpoint, although it does require South to provide a bit of help (not much) in Hearts, and there would be virtually no chance of finding 3N if North does not take the plunge.

All that said, I would not have bid 3N with North, and just paid off to those occasions when 3N makes. As Art says, Qx just doesn't cut it as a guard.
