IMP pairs

No need to pile in with comments about my (South's) having shown 18-19 HCP with the double. If floated it would have worked out well.

Focus on North's bidding, bearing in mind that North expects South to have 18-19 HCP.
What benefit does 2N have over pass? Presumably with the announced values it must logically be GF although not stated. Even so it seems right to take the penalty rather than the game bonus.
Then what's with the 4H bid? Sure, it HAPPENS that I am probably only making 8 in 3N, but from North's viewpoint it seems ridiculous to remove 3N to a new 4 card suit at the 4 level.

Perhaps I should be thankful that North passed 4S, given that according to the explanation I might have had as few as 4 of them (er ... NOT).
