Over 2, potential bids of 2 and 3 were both described as:
3 of 5 top honors, 6+, 10-12 total points.

Should 3 show 13-15 (since 4 shows 16-20), or is this a Lebensohl auction? If the latter, what is the distinction between potential bids of 2 vs 3?

More likely seems like bug with given explanation ( but GIB "reads" underneath and what's displayed is not what its knows ).

So,
1 - 2 - :
2 - Free bid -- 5+ ; 11+ total points

3 - Free bid -- rebiddable ; 15+ total points

4 - -- strong rebiddable ; 13 total points

First two are RF, last is to play.

Explanations you've described as for opening 2Major in 4th seat.
