I had a 4153 21-count in fourth seat. RHO opens 1S, I make a TOX, pass from LHO, partner responds 2H, RHO passes.

Does a cuebid of opps suit (2S) now set up a GF? If so, what does one do with 19 BAL with no spade stop?

Bid 2NT or 3♦ depending on the texture of your hand.

2♠ is generally played as forcing for one round (circa 19+), but it would not be appropriate on this shape.
