4-1 fit better than 5-3 Unless it's at a higher level

I open 1 with 5-6-0-2 distribution and a 15 count, intending to reverse and rebid spades. GIB responses 1NT and I bid 2. It then passes! First of all, I didn't even know you were allowed to pass reverses. Second, shouldn't it take preference to my hearts with 2NT -> 3 instead of playing in the likely 4-1 "fit"?
East GIB makes a balancing double despite the fact I announced extras (this seems fine though, he had a 14-count with 4-4 in the minors), and I bid 3, showing extra length in spades. NOW it takes preference to hearts!

Thanks for reporting.

Fixed in v28 so it won't pass.

At the moment GIB doesn't use 2NT with 3 cards in opening. Currently GIB uses as in this case 1NT to hide garbage with fit as direct raise is more constructive.

So it could return back to 3 which would show same. With hand intending to invite 3 it would bid 4.

Currently 2NT pickup weaker hands with 7 or less HCP and 3NT shows higher range.
