Yes. 4 in response to a take-out double of 1.

South's bidding was quite incredible.

I do not care for the 2 call, but would not get too violent about that (clearly double is also flawed, but preferable).
At the next opportunity, the failure to double 3 for takeout was unforgivable!
North is merely an innocent victim of Souths masterminding.

EDIT: Actually, pass might be more appropriate than double at South's 2nd turn, and then N might still introduce the spade suit. 4C should not have been an option. But North may know that South belongs to the "it is my turn so I will bid" school and that might inhibit his tendancy to balance.
You must know the rules well - so that you may break them wisely!

It is kinda religious belief for some to hold exactly 4 spades each and every time they double 1. And they either bid like this south or DBL 3 (which looks like an invitation bid looking at East hand rather than a preempt) when they don't have exactly 4 spades.

Imo an agressive N could open weak 2 (i know it does not fit well in BBF standarts) or what Phil said. I personally would have doubled 1 in a split second.

religious beliefs aside that is a horrific 2d vul vs not overcall
especially opposite a passed partner. It is a bad lead director
the diamonds stink and even worse than the 2d was was the
4c bid. This bid makes it appear you have the minors when
all you have is a mere shadow of the minors. The bidding
has marked p with some power so at least x 3h which should
absolve even the most dogmatic for having only 3 spades.
