3NT = 1

Passing this hand is ridiculous. You need 5 top tricks. You have only 1 and you need 4 from your partner. With a little distribution from either opponent, 3♥x is rock solid unless partner holds all aces, which is seldom possible.
3NT is also bad unless your partner has 8 top tricks and stoppers in every other suits. Otherwise, if there are any tiny holes in your partner's hand, once they knock out the ♥ stopper, 4 or 5 sure tricks are coming.
Therefore, I bid a minor.
