forcing? 2/1 ACBL

Is 3 a forcing bid?

If not what is?

It's IMO forcing if you play weak jump shifts (which I presume you do as this would be 1-2 if you didn't).

Our auction would be so different it wouldn't be much help:

1-2(one suited rock crusher or GF fit bid)
3(natural but guaranteeing at least xx or Q in spades)-3(one suited type)
4(cue)-4N(KC)
5(2 without Q)-5N(anything else)
6(K no K)-6(I have K or Q , do you have the other ?)
7(yes)-7N (7+3+2+1)

Yes it's forcing because 3C is GF.

Wasn't 3C a GF jump-shift ?

You have a 17 hcp count ( with a 7 card near solid suit ) opposite a supposed 18,19 :

1D - 1S
3C - 6S

I assume you meant there to be a bit more bidding between 3C and 6S, and that is where you would end up. That blast seems to answer "no" to the question in the OP, while I believe you agree the answer is "yes".

I would have:
..... - 5NT = K-ask ( specific replies )
6D ( K, no K , as you specified )
..... - 6H = 2nd K-ask
6NT = K ( NT shows feature in asking suit )
..... - 7NT Responder is the only one who really knows of his 7 cards suit
.......... 7s, 3h, 2d, 1c

Ofcourse it's forcing. 3 is Game Forcing and 3 is below game.

3 is forcing but 3 or 3 or 4 would be forcing as well, for the same reasons what Wyman said. You will not stop shy of game as Free wrote, simple as is.

This one is obviously forcing, but 1D -1S - 3D - 3S should also be played as forcing, even though 3D was NF.
Please note: I am interested in boring, bog standard, 2/1.
