Why does GIB's reopening double show 2+♥? What would he have done without a 2nd ♥?

After pushing the opps to 3♥, why doesn't it run a simulation as it has apparently understood my bid of 3♦ to show 12-13 TP (i.e. a bad hand). 4♦ is only 3 down on optimal declarer play but I guess I dropped a trick for an above average score (bidding on other tables wasn't better as everyone ran into this). 4♦-3 (double dummy optimum) was worth 75%.
Two wrongs don't make a right, but three lefts do!
