4♣/♦ shows spade support and a control, usually shortage
4♥ is to play, with self-supporting hearts
4♠ is to play
3NT is any other hand

I respect the opinions of Andy and Roland. I just wanted to see if this was a regional idea as opposed to a general expert consensus.

I agree that over 3♠, 3NT is a catchall bid (does not promise stopper in the minors). It mearly denies spade fit or better than normal hearts.
I also agree that 4m are control showing and spade fit, and the direct spade raise is no control in either minor but "spade fit" (sometime Hx is a fit here).
Having said that, I ran a bridgebrowser study of this auction. Surprizingly, an overwelming majority of the 3♥-3♠-4m bids showed a "second suit" with no spade fit. A couple of times this second suit was the better of two three card minors. So random players on BBO don't play it the way "I" do (or gnasher). For what it is worth, the few people who rebid 3NT with weak hands follow the no spade fit, no great heart suit.

After 3H p 3S I play both 4ms are a cue.
After 3D p 3S, I play 4C is a good 4S bid, 4H shows side clubs (obviously non standard agreement).
After 3C p 3S, I play 4D shows a good 4S bid and 4H shows side diamonds.
Basically when I open 3m I think being able to show the other minor is important since I like to preempt on 6-4 in the minors a lot. When I open 3H, I don't think showing a side minor is important.

And, I would imagine on this side of the atlantic playing all new suits are cuebids in all auctions that start with 3x 3y is expert standard, but not sure about this.
