Why can't GIB just bid 2♥ over 1♠? Whether it's HCP requirement or suit quality requirement, this is weird. 5+ suit and 11+ total points is enough IMO.

Suit quality matters when playing negative free bids, with 12+ forcing free bids it doesn't matter so much since partner won't pass you and you shouldn't be ending in hearts without a fit.
