- What's preventing it from just opening 2 to begin with?

- When I make takeout dbls of opponent's raise to 2M (either auction like this, or 1M-p-2M-x), GIB likes to jump to 4m too often IMO. It pays to dbl opp's fit auctions to 2M fairly aggressively with shortness if partner can't balance. There are double partial swings involved, and you can reasonably often push the opps up one and set them. But this is counterproductive if partner too often bids 4m -1, often you can set 3M or they might have let you play 3m. Meanwhile there is no game bonus, and the odds of making 5m are fairly remote when opps have near half the deck and this hand wasn't strong enough to take initial action. Basically I'd like GIB to not jump so readily here, bid 3m with a wider range. Jumping to 4m after a takeout double of 2M to show strength is a lot different, and has a lot more downside, than jumping to 2M after a 1 level takeout double to invite.

I don't understand East's initial pass.

Synchronized with 2M so it will open 2 in next version.

displayed hand here would also open 2 in next version.

4 came after simulation, maybe due the enormous probable fit and also chance for game, TOX says 14-16TP and North has 9.

I'd like the range for the dbl to be extended downward, doubles of raised majors should be allowed to be rather aggressive given the number of people who play "OBAR" principles - double as light as one would in balancing seat, maybe down to 11-16 TP. I don't think the probable fit is that enormous; partner's most likely shape is some 4234.

I've seen North jump with worse hands, only 4 cd minor, it jumps a lot. It might be jumping any 9+, I'd want the range to be more like 12+. 5m is just very hard to make, especially when holding 2 small in the major, the worst possible holding. If you aren't going to be bidding 5m very often at all, one would prefer to be in 3m rather than 4m if the opps let you, particularly if one has good chances to beat 3M. Jumping to 4m more aggressively would be justifiable if there was a game bonus for 4m, but there isn't. 14-16 vs. 9 might stretch for a 25 pt game, but 5m is a 29 pt game.
