A relatively unknown pair representing a very small country would open 2S (10-13) because their early seat 1S=14+ and is forcing. I aint them.

I agree that there is a lot to be said for opening 5S immediately. If we open 4S and they compete to 5H we are going to bid 5S anyway, so we might as well bid it immediately. However, I would feel foolish if 5S was down 1 and opening 4S would have won the contract, so I would go with a simple 4S.
Please note: I am interested in boring, bog standard, 2/1.
