Why is it that North #1 think he's worth a raise to game but North #2 doesn't?

Perhaps in GIB's simulations the only hand you can have for hand 2 is 6 clubs and 4 spades, whereas in hand 1 6 clubs and 5 spades is also a possibility, which skews him toward choosing 4. I don't really know I'm only guessing :-)

GIB probably doesn't have a real hand description for the second bidding sequence despite the explanation so it doesn't know what to do.
