This looks like something you'd get if the two partners hate each other. West doesn't correct to the obvious 4S, East doesn't bid the obvious 4S, and both blame each other :P

Of course, assuming 3C is promissory it's entirely East's fault. 4H is nonsense given you already showed your hearts.
