Yes / Pass.
Tougher if partner weren't a passed hand.

Easier if you are a bit stronger - you bid 3NT in a really annoyed fashion, indicating you wanted pard to make a take-out double. This annoyed fashion can also be used after a weak two opening, when pard bids a suit but you wanted him to double :-P

"But I don't want to go among mad people," Alice remarked.
"Oh, you can't help that," said the Cat: "we're all mad here. I'm mad. You're mad."
"How do you know I'm mad?" said Alice.
"You must be," said the Cat, "or you wouldn't have come here."

1NT here. We have doubleton support, and enough points that 2♠ shouldn't be a problem. 1NT also keeps the bidding open - there's no reason why partner can't have an opening hand, or that because of the lie of the cards we can make game on less points than usual if partner has 9-11.

Assuming partner doesnt play forcing passes, pass as an opening bid shows that he doesn't have an opening hand....
