3h only says "12+ total points" with 4 cd heart. Seems 3h should be stronger than 2h, and have some upper limit? Maybe 18-20 total points?

Then, opposite a partner with 0-9 total points, what would the full structure be?

3♦=15-17
3♥=18-20
4♥=21+?
or maybe

2h should be like 15-17 if opp didn't bid, maybe 13-17 if they did.
cue bid should NOT be part of the raise structure holding 4+ support. cue bid should mostly be very strong (21+) hands with usu 3 cd support only, looking for non-broke responder to bid 3nt, or 4H with 5+ cds.

Isn't the 9 TP limit for a double response too high? I would have thought 8-11 TP for a two level response. Any stronger then cue or bid NT or a minor.

There are some slight variations on lower limit for jump response; some people like 10 TP, others like 9 TP. 8 to me seems a bit low to jump uncontested (perfectly fine if non-jump and advancer bid something of course). I think it's perfectly fine to play the way GIB plays; with 9 TP you aren't going to miss too many games since partner with 16+ can raise you to invite.
