Looks like a bug to me. There are rules that say to bid 3N with enough for game but not enough to force to slam (14-19 HCP in this context), but they have lower priority than a rule that says to bid 2N with any balanced hand.
This 2NT rule looks like it's intended for use after game forcing 2/1. In this case, 2NT is actually split-range: either minimum or slammish. Since we can't say "A or B" in explanations, we choose to show the more common minimum range. But the same rule is also getting used in the non-GF 1[♦-2♣ auction.
