I think it's quite rare for opener to have three spades in this sequence. He might have raised 1♠ to 2♠, and having not done so he would often now give jump preference over 2♥.

I much prefer the setup where 2H is non forcing and 2D is at least INV, but if you play 2H forcing then 3C is 100% GF.
