Double explanation How would you rule?

I have a feeling that North, when "correcting" the explanation, used the word "penalty" to mean what some call "cards" -- he has a decent hand, but no good bid. Takeout would imply shortness in overcaller's suit; his double presumably doesn't imply anything specific about his spade holding.
