Symmetric chat permissions

It seems it's possible for a player in a tournament to talk to friends, but said BBO friends aren't allowed to chat back (even though kibtzing is disallowed).
What is the rational for this? Is it possible to allow chatting to people playing in a tournament? If not, could the player be somehow informed that the person he's talking to can't send anything back?
