I dont understand what part of this auction is ATB ? Can we see anything wrong with the bidding of West ? You should give us some of what East was smoking imo 
West can not imagine East being so weak after 3♥ bid, since he didnt raise immediately. But anyway, East could pass 2 NT, bid 3NT or bid 3♦ if thats nf in their agreement. I would bid 3♦ over 2NT ending the auction.

MrAce has this one nailed. 3H by East would occur if he had a hand which was accepting the invitation in NT but merely checking back in case West held five hearts.
3D was East's real 3rd-round bid to sign off.
The only thing I disagree on is wanting some of the funny stuff East is smoking.
