What is the intention of GIB's second X here? The "forcing" makes it seem as if it wants me to bid, but the fact that it shows 2S makes it seem like it is giving the option to penalize

As the first double by you is take out, not likely an option for you to have penalizing length at just 3♠ level.

Second double just comes as strengthening partner's holdings from 8+ to the GF's values as 13+. It might help if they bid 4♠ and you would like to know how strong is the responsive double.

So as hand has no other ideas then 4♥ as you don't have aside minor and slam ideas with Kx in spades 4♥ doesn't look that bad.
