It's not at all clear to me how South should have bid the hand, but it does seem clear that North can't pass.

At first glance looks like 1 opener may not be interested in something more than 's, so Double 3 looks more safer instead of push partner at 5th level with 3334 shape. ( Negative double -- 4+ ; 10+ total points ).
And it will left room to bid our diamonds showing these suits and let partner pick the suitable contract.

However, the pass once/twice looks worried and it will be addressed for fix.
