Surely if I had the description of 5D bid I would have chosen 4NT or 6D.

I'm not sure what you mean. You couldn't see the description of 5 before you bid it?

GIB thinks the right bid after 3 with the South hand is 3NT. North will pass this, and it will go down 1.

If you want to insist on , bid 4. This is game forcing, and North will bid 5. This also goes down 1 (3NT on a spade lead needs the same club finesse).

It appears to me that Calm01 is suggesting that this should be a fast-arrival situation. With a game-going hand that is not interested in slam, he thinks the system should be to simply bid game over 3.

The part I didn't understand was "if I had the description of 5D bid". Now I get it -- he's saying that if he had the hand GIB thinks 5 showed, he would have bid something other than 5.

I'm not sure what's normal here. Fast arrival is generally used for majors, generally not for NT, and I don't know about minors.

Here's what I think the logic of the current rules is:

GIB's normal approach after MSS with only a game-strength hand is to either show shortness or bid 3NT if it doesn't have any. If it wants to explore for slam and doesn't have shortness, 4 would invite opener to cue bid with a max. If iyou don't bother requesting cue bids, the inference is that trump quality is what you need to know (this is the same reason that jumping to 5 of a major is a trump quality ask, although there it's more obvious because you've jumped past game).
