The other day I saw an individual tournament with a cap set a 90 players. This is dumb as 90 players is 22.5 tables!
Perhaps you should only be allowed to set a cap at an even number for pairs tourney and a multiple of 4 for indys.

The limit is in pairs I believe, so its not 90 people, but 90 pairs.
In any case, its rare that everyone who signed up will be online at start of tourney, so +/- frequently needed.

The number is in people not pairs, there is a director who persists with 50 people and is surprised when he needs to fill out the 13th table (2 sitouts) consistently.

I think limit varies with format. For indies i believe it is players
