Two questions:
(1) What would 3 have shown instead of 3?
(2) Why does North pull 3N after he has supposedly described his hand and South has set the game contract?

I love the minimum description as its wrong- it has 8HP- a clear 3 bid with 8-9HCP.

The sequence has the same idea like opening 2 and 2NT .

3 will show feature as entry in the hand.

That's why it comes the 4 where it shows the suit naturally now.

Over the sequence:
1 - 2 - Pass - 3 * ( fit & forcing )
Pass - 3 will be natural 6+ 4

Well, I don't. Georgi always seems to be a big fan of GIB's bidding though.

Yes, I am. But it doesn't mean i deny the holes in the sequences or decisions they take. I don't think GIB must be seeded as eternal 'black sheep' in all cases just because the conventions it uses are in difference.

The informative post above was to answer why 3 is used instead of 3.

4 looks like coherent issue due the 3NT which as you see is written with the likely impossible range of 18-29HCP. That need to be limited more strictly, so the 8HCP wouldn't be a seductive reason for North ( being GIB to proceed).

That's not at all a fair statement. It appears to me that the vast majority of Georgi's responses include "thank you for reporting; that problem will be corrected" (or at least investigated for correction).

So, if the definition of 3NT is changed to something reasonable instead of 18-29, North won't be tempted to make a slam try. Recently, I saw an explanation that included the words "drop dead"; I wish game bids such as this could include that description.
