Why does GIB offer a choice to partner if GIB is going to ignore partners preference?

Maybe because it thinks your preference is with three cards in each suit. Anyway its a pathetic pass in 3rd seat by GIB its a clear 1♦ opening especially with white against red.

I'm not sure what's going on with the 3♦ bid. There's a rule specifically for passed hands, saying to bid its 5-card suit. I guess it doesn't have to worry about this showing extra values, as it would if it were an unpassed hand. But that doesn't explain why it should prefer to bid its own suit rather than partner's suit when it has a fit -- I think this is just an omission.

I agree with its pass. I don't like light opening in minors, since you often end up in NT, and you need full values. With at least 3-4 in the majors I might do it, intending to pass whatever responder bids. Switch the red suits and GIB would open 1♥ in any seat.
