It currently wants either 10+ total points and a twice rebiddable suit or 13+ TP and a rebiddable suit. The problem is that the rule doesn't distinguish passed and non-passed hands.
We should obviously reduce the requirement for a passed hand, and maybe also for a non-passed hand. Georgi, can you put this on your to-do list?

GIB logic could be tweaked to distinguish passed hand with 5+ overcalls instead of double.
