At this vulnerability I'll probably open 3♣. Make the spade king into the club king and I'll definitely open 4. Partner will expect a pretty good hand from me to pre empt vulnerable, although I'd feel happier opening 3 if I were in second. If I choose to open 3♣ I will not consider bidding over 3NT.
