As long as 1♦-2♣ is not game-forcing for GIB just round-forcing, 2♦ seems ok to be passed by East.

3♣/♦ would require more values. Does East could see a coming game here which it needs to invite for?

Probably the limit seems incorrect as 2♦ doesn't seem ok with 18-21HCP or sort of.
