Are you asking for a way to send a chat message to all your friends who are online?

Potential for abuse is too big.

Consider you could add a bunch of unrelated names to your friend's list, and message away.

Won't happen.

Tournament hosts seem to have a way to send these kinds of broadcast. I just mark them as enemies whenever it happens.
