Why would North bid 4♠ over 3N? Independent of whether North should make that bid is a problem with the description of that bid. If North has 3♠, how strong can he actually be? With 3♠ and 7-10 total points, North would have bid 2♠ over 1♠. So, he could have 6 or 11-12 total points? Can't differentiate? What would 4♣ have been over 3N?

gib apparently is programmed to the agreement that the 3NT rebid shows six spades; 2NT shows 18-19, so it is a logical inference used by many of us humans.

But GIB is clearly programmed to explain the 3NT rebid as showing exactly five spades.

I think 4♣ would have been a weak hand with long clubs.
