Fair tourneys for Jack and below Bingo 25c

I have noticed when bbo puts on a tourney to win 20 dollars in the 25c bingo. There are a few players very high ranking who do not normally play in these, start to dominate to win 20D .They always come in invisible so that we cannot see them and bang there they are sometimes just a second before start. Then they do not come in again until the next. I feel we should have at least one or even two tourneys that should be below Jack. That makes it a lot fairer for the players who always play these but are not as experienced as Jack and above.
In general bridge experts do not play against very low players. There are so many tourneys to play in it would be nice just to have an equal competition in at least one, and fairer. It would also attract more players who feel they have no chance so do not bother?
