No negative double

I'm puzzled by a couple of the explanations in this auction.

(1)Doesn't my 3 bid show 4+H and 5+S, since I would have made a negative double with 4-4 in the majors?

(2)Shouldn't the 4 explanation be more restricted than 12-22points? Wouldn't North have bid 3 over 3 with support and a max?

(3)Couldn't North also make that 4 bid with only three spades? Or is that answer related to question (1)?

(4)What would a bid of 3 have shown instead of North's 4 bid?

1) The rule used for this bid doesn't take into account that it's the second suit bid, so it doesn't update what the previous bid showed about the suit. Also, the same rule could be used in an auction like (opponents silent) 1 1M 2 2; since GIB normally bypasses , this doesn't show a 5-card major. So we need to fix the rules to deal with then specially, since this always promises at least 5-4.

2) I think I've answered this question a zillion times. There are dozens of bids it didn't make, and they each correspond to dozens of rules that show different types of hands -- merging all the exclusions into the description would be difficult. So GIB makes use of what the bids that were made showed explicitly, and only merges them in.

3) Fixing 1 should fix this.

4) 3+ C; 3+ S; 11+ HCP; 12-15 total points

Isn't that what he actually has? Of course, he also has the description of the 4 bid. So, does he bid 4 with either a fourth or 16+HCP and 3 with neither?

The book bid is 3, sims told it to bid 4.

Let me try different wording... If the 3 bid is at least game invitational (11+ total points), shouldn't 4 be an acceptance of that game invitation and therefore show something like 15-22 total points instead of 12-22?

Yes, it should. And I'm not sure why it doesn't, because my reading of the rules says that it shows minimum of 25-<partner's points>.
