What is the difference between my 4♥ bid and the other North's 3♥ bid?

3!h should show a better hand than 4!h. In this case 4!h is surely the correct bid.

That's what I thought, but the descriptions are:
4♥: 5+C; 4+H; 14+ total points
3♥: 5+C; 4+H; 14+ total points; forcing to 3N

Shouldn't the 4♥ bid be limited and the 3♥ bid have a higher minimum?

Maybe it plays picture bids too :) In that case though, the description should say 3- 8421 in D; 3- 8421 in S or something.
