Is this a bug ?
Explanation says 2♣ is 4+clubs
I think GIB should bid 1NT after 1♠ and 3nt after 3♣

No, GIB plays that 1♣-1♦-1♥-2♠ shows spades, so 1♠ pretty much denies them. Thus 1NT is definitely the correct bid.

Which reminds me. Don't most human 2/1 GF players use the opposite meanings of 1♠ and 2♠ in this auction?

Yes, in fact I got into a very bad spot recently when I had this auction while mouse-hover-explanations weren't working.
