so why does on one hand does GIB's hand grow up enough to bid 4♠ but
on the other it isnt even worth a raise to 3♠

so decided to run this one in dealmaster pro
with only constraints of
5-6♠'s
12-16 HCP
its results are that 10 tricks are available 72% of the time!
that is more than double of what is needed to bid an imp game or at least pretty close to double.
i could set constraints differently with no 4 card ♥ suit since there is no 2♥ call
and no 5♣ club suit...maybe I'll do that and see what the difference is.
went ahead with the second constraints and it was still 67% for there being 10 tricks
with only constraints of

Opener could have only 5 spades in the first auction, but promises 6 in the second. It's pretty normal that with a 3-card limit raise, you go directly to game in the second auction. If you just invite with 3♠, partner doesn't know about the 9-card fit.
In the first auction, if opener has 6 spades and enough for game opposite the limited partner, he should bid 3♠, not 2♠. But I think the bot should still invite, since opener wouldn't jump with only 5 spades.

For that hand only 1NT should be the considered bid it should get. Preparing to show invitational hand over your likely rebids.
So 2♦ is not expected bid because it's none-forcing and it might be passed. And that could be investigated.
Was that a robot duplicate/ express automated / MBC hand?

just a hand that came up in MBC with me and the GIB's
just sort of curious at times what type of simulations GIB does run, I do have the commercial version of
GIB and you can edit in bidding problems and so forth with parameter lines

That could be the reason.
So very likely that pass-pass-pass-1♠-pass-2♦-pass-2♠-pass-pass-pass auction happened with the downloadable clients.
Not for all for sure, just they could be allowed to "think" over 2♦ call here.
