There is a school of thought that allows passing a forcing bid by opener if you responded with sub-minimum values. I suppose GiB subscribes to that school of thought and this isn't some strange bug.

That's the old fashioned way to respond to reverses. Modern players play that a reverse is forcing for 1 round, and use some variation of Lebensohl to show the sub-minimum hands, allowing stopping on the 3 level.

But I'm not sure anyone would be able to find 3NT with those hands.

probably GIB made the right deciscion with its cards but it still doesntmake up for the other stupid things it does
