I'm not sure if the explanation is just bad or if GIB just decided 4diamonds would be a good place to play if I could cue it.

You can see from your own hand that North cannot have a cue so why cue. Given its GIB when its stuck it passes. Bid 4NT and pass 5C.

I don't understand your post--the GIB passed a bid that in its system is a cue. This seems like a bug regardless of whether 4D is the best bid or not, which is why I posted it here.

If you cue, you are asking partner to cue. Obviously GIB being poorly programmed doesn't know whether to sign off or continue so it passes instead.
