How did EastGIB read that 3♥ bid? Mini-splinter? Fit-showing jump? When GIB was West, he simply made a limit raise.
Edit: Neither FSJ nor mini-splinter is included on GIB's convention card or system notes.

Same would be the sequence - Pass - Pass - 1♥ - Pass - 2♠
