An opening and a 4-card major.

This isn't standard treatment, tough. Standard would probably be 10+ and 1 or 2 4-card major(s).

Artificial basically just showing points, asking the doubler to describe his hand (usually showing the better major).

Double is takeout of diamonds, so I'd play this as similar to P (1D) X (P); 2D.

With a penalty pass of diamonds, East passes I would think. I admit East is stuck with long diamonds and a hand poor enough not to want to duke it out in 1NT. I wonder what 3D is?

Not having a cuebid to help figure out strain seems too much to give up for those hands which would've passed 1D doubled but don't want to pass 1NT doubled.

Both majors, does not show great strength as you can pass with that. Doubler will typically bid 2M, which is NF. Cuebidder can bid 3M to invite.
Please note: I am interested in boring, bog standard, 2/1.

Well, you can actually play it as natural:

LHO asked me whether my 1 opening bid could be made on 3 cards. I said, 'yes, it might', then she proceeded to bid 2 which was passed around (probably the only contract they can make) and made. Screens were in use, do I have to call the Director or should it be my partner the one calling? What if my partner didn't hear it but the opponent did? When are the cones of silence going to be used at the bridge table!!!

If it is conceivable that your opp at the other side of the screen heard the explanation, you may be due redress. In theory he shouldn't have heard anything because with screens questions and explanations are supposed to be written down B-)

Still, to get redress you'd have to prove

1. the conversation was loud enough and
2. check that opps don't have an explicit agreement that this sort of sequence is natural

#2 should be easy. Very few, if any, play this as natural and even if opps do, unless they have it written down in their card, they'll will have a hard time convincing the Director.

#1 can be easy or hard, but people usually are honest about this. usually...

You can get more advice if you to put this case in the laws forums. There are some international Directors there.

In my experience, whispering behind screens is common even when the rules state that all explanations must be given in writing. But of course, go ahead and call the director if you feel like it... unless you didn't give each opponent a completed convention card, I would advise against calling the TD in that case. :P
