Complete and utter rubbish is what North's 3S bid is... what's wrong with 3NT? The description is sensible but GIB doesn't even want to stick to its own system.

You do realize that "Blackwood [S]" means you are setting spades as trump, right?
PS @ahydra: no, it is not at all reasonable for 3♠ to show 2-4 hearts, raising partner should be top priority.

The problem with bidding 3NT is that it's too strong for that. Over a 2♣ opening, it wants to invite slam, so it has to temporize. It's "hoping" to hear 3NT from opener, so it can bid 4NT quantitative. In this hand, South should rebid his hearts.
