May the TD change tourney settings?

I have quite often experienced that after registering for a tourney, it's starting time or the number of boards etc changed. I'm not talking about the "we start as soon as we have x players" tourneys but those that do this without warning, while others tend to extend the registration time by 10-20 mintues.

These symptoms can be very annoying for the players:
-Starting earlier then scheduled (without warning) can cause that people have to wait a lot for a player who went to take a 10 minutes break before the tourney.
-Starting later without notice can cause that the registered player who thought he would have enough time to play the tourney suddenly finds that he doesn't.
-The same with adding boards to the game, or increasing round-length (btw why isn't the round length or total length of a clocked tournament automatically displayed in the information window?) or any such action.

I know its not easy, since the interest of TD's and players seem to contradict here... But still, some of these changes I think should not be allowed at all, while with the others the registered players should at least get a warning so that they have a chance to withdraw registration. (Although when registered with an unknown partner withdrawing can be very uncomfortable even if you have good reason.)

This is one of my pet peeves as well.

We have a lonnnng discussion about this in the general discussion forum. It's why I give a total time, and stick to it, rather than basing the time assuming that nothing goes wrong.

You can't actually add boards to the game...can you? I've never tried.

Had this discussion here too. My answer is...because it would be inaccurate. Pay attention to how long the TD says the tourney will take, not how long it would take based on the minutes/board*boards.
