GIB bids 4 card suit out of the blue at 4 level instead of supporting partners 3-time bid suit

This hand is from an ACBL robot tournament. The end result was -1100. My best interpretation of GIB E's 4 spades is a random bid.

My guess: GIB thinks that South showed at least 5-5 in the minors (read the description of 3♣), and North has at most 3 spades (it didn't negative double), so there's a good chance that West has spade support.

"4-card D" appears in lots of bid explanations, usually along with something saying that diamonds are longer than 4 cards. I assume it has some special meaning, but I've never been able to figure out what it is.
