What do you bid holding:
♠AKTx
♥Qx
♦xxx
♣Axxx
after:
1♦-Pa-1♠-Pa
3♦-Pa-???

Also, he rates to not have a heart void when he leads the ♥3.

4♣ is not a cuebid, but a natural bid unless agreed otherwise.
If you have agreements that 4♦ is forcing, then that's what you should bid, but if not, then bidding 3♥ is ok. It is GF, so when we next bid 4♦ it is 100% forcing and we should be able to heart 4♥ from partner over it.

I don't know why you guys are making fun of him.
4♣ as natural makes a lot of sense and 4♦ as forcing also makes a lot of sense. That in fact would be my preferred agreements in the sequence.
Bidding 3♥ doesn't sound like bright idea though. We could still be 5-5/6-5 in majors and partner will raise us with 3 hearts here.
