Yes I would pass. I prefer to hold a hand that would accept a 3♥ Limit Raise over my 2♥ call.

Would the 2♥ bidders still open with 1633? I thought it would be clear to pass with that and clear to open with 3622 but I thought 26(23) was somewhat of a guess.
